Kathleen Finnegan

Kathleen’s practice is uniquely informed by her leadership roles across government, private practice, and the C-suite. She began her career in complex civil litigation before serving as an Assistant Ramsey County Attorney, where she managed cases from inception through resolution with significant autonomy. In that role, she built a formidable foundation in discovery, motion practice, depositions, and courtroom advocacy, developing a disciplined and strategic approach to litigation.

Kathleen’s perspective was further shaped during her tenure as General Counsel for the Minnesota Department of Commerce, where she advised on enforcement actions, regulatory compliance, and enterprise risk management across highly regulated industries, including insurance and financial services. She worked closely with agency leadership to navigate complex legal frameworks and advance strategic enforcement priorities.
Most recently, Kathleen served as General Counsel and Chief Compliance Officer for a high-growth healthcare technology company, where she led legal strategy and built scalable compliance infrastructure in a rapidly evolving regulatory environment. In that role, she advised executive leadership on litigation risk, regulatory exposure, and operational decision-making, while driving cost-effective legal solutions.

This rare combination of trial-ready experience and executive leadership allows Kathleen to view disputes through a dual lens. She understands both the nuances of the law and the practical realities of business operations, enabling her to craft efficient, cost-conscious strategies tailored to each client’s goals.
